“Regionaler Wohnraumdetektor für die Region Ostwürttemberg”

The region of East Wuerttemberg wants to contribute to coping with the shortage of living space, particularly through interior development. This should be accelerated by activating internal development potential (horizontal and vertical densification) and by avoiding vacancies using innovative concepts. The “Wohnraumdetektor” (Housing Detector) project comprises the determination and evaluation of the living space potential through densification and top-up options in the East Wuerttemberg region. On the basis of the detected potential for settlement areas in the entire region since 2011 and the “Regionaler Leerstandsrader” (Regional Vacancy Radar) project carried out in 2015/2016, this project continues the regional settlement area management and for the first time links it with vacancy management and opportunities for horizontal and vertical densification in order to create new qualities to be able to create internal development.

The results serve as the basis for the continuation of the regional plan for the region of East Wuerttemberg. With the help of an activation guide, municipalities are offered transferable support for the rapid provision of living space.

Following the successful completion of the “Raum+ Luxemburg” pilot project, the Ministère de l’Énergie et de l’Aménagement du territoire – Département de l’aménagement du territoire (MEA-DATer) and the Ministère du Logement (ML) are planning to extend the overview of settlement area reserves to all cities and municipalities in the Grand Duchy of Luxembourg as a sound basis for assessing the prospects for further spatial development.
The building reserves for all cities and municipalities are determined and integrated into a web-based online platform.
On the basis of this data, survey discussions are conducted with all cities and municipalities in the Grand Duchy of Luxembourg in order to be able to add qualitative characteristics to the quantitative overviews. At the same time, the determination is validated on the spot. Based on this, the living space capacity of the settlement area reserves is determined and compared with a possible future demand. The aim is a realistic estimation of the space requirement under consideration of a sustainable and future-oriented settlement development.

Der „Karlsruher Wohnpotenzialatlas (KaWoPA) mit Aktivierungsleitfaden“ ist eine praxisorientierte und dynamische Arbeitsgrundlage, die dem/der Flächenmanager/in als Grundlage für die Aktivierung von Flächen durch mehr Öffentlichkeitsarbeit dient. Der KaWoPa fasst wesentliche, Entwicklungspotenziale in einer Datenbank zusammen. Der Fokus liegt auf fehl-, oder mindergenutzten Wohn- und gemischten Bauflächen sowie Aufstockungspotenzialen im Bestand. Die Einzelinformationen können als Stadteilsteckbriefe kompakt dargestellt und anhand der erfassten Indikatoren ausgewertet werden. Trotz der Notwendigkeit einer einzelfallbezogenen Entwicklung werden mit dem Leitfaden grundsätzliche Lösungsansätze für eine Mobilisierungs- und Aktivierungsstrategie von Innenentwicklungspotenziale formuliert. Die Prozesserkenntnisse werden in einem iterativen Prozess durch einen tatsächlichen, praktischen Aktivierungsprozess erprobt.

Im Auftrag des Ministeriums für nachhaltige Entwicklung und Infrastruktur wird in zehn luxemburgischen Gemeinden eine vollständige Bestands­aufnahme der Siedlungsflächenreserven nach der Raum+ Methode als Pilotprojekt durchgeführt. Darauf aufbauend wird die Wohnflächen­kapazität der Siedlungsflächenreserven ermittelt und mit einem möglichen zukünftigen Bedarf abgeglichen. Ziel ist eine realistische Einschätzung des Flächenbedarfs unter Berücksichtigung einer nachhaltigen und zukunftsfähigen Siedlungsentwicklung.

Die Flächenübersicht aus den Projekten Raum+ und Gewerbeperspektive Ostwürttemberg wurde für die 53 Kommunen der Region zum dritten Mal fortgeschrieben. Dabei lag der Fokus auf der Erfassung vermarktungsrelevanter Merkmale von Gewerbeflächen. Des Weiteren wurden Analysen hinsichtlich der Veränderung der Gesamtsiedlungsreserven auf regionaler Ebene und in Bezug auf die Einzelflächen vorgenommen.
